FWCMS, VDR & PLKS explained

Three acronyms, three different stages of the foreign worker journey. Understanding what each one does — and when it applies — is the difference between a smooth recruitment process and a stalled one.

FWCMS

Foreign Workers Centralised Management System. The government's digital platform for quota applications, levy payment, and overall foreign worker record management — the "system of record" that all other approvals connect to.

VDR

Visa with Reference. The entry visa a foreign worker must obtain from Immigration before travelling to Malaysia. Issued only after quota approval and levy payment are confirmed via FWCMS.

PLKS

Pas Lawatan Kerja Sementara (Temporary Work Visit Pass). The actual work permit issued after the worker has arrived, passed FOMEMA medical screening, and completed biometric registration.

How They Connect

The sequence, start to finish

FWCMS: Quota Application & Levy

Employer applies for quota and pays the annual levy through FWCMS — nothing else can happen until this stage clears.

VDR: Pre-Arrival Entry Visa

Once quota and levy are confirmed, the worker applies for a VDR at the Malaysian embassy in their home country to travel legally.

PLKS: Post-Arrival Work Permit

After arrival, FOMEMA medical clearance, and biometric registration (i-Kad), the worker receives their PLKS — the document that actually authorises them to work.

FAQ

Common questions

Can a worker start working on a VDR alone, without a PLKS?
No. A VDR only permits entry into Malaysia — it is not a work authorisation. The worker must complete FOMEMA and receive their PLKS before legally starting work.
Is FWCMS only used for new hires?
No — FWCMS is also used for levy payment on renewals, and for ongoing worker record updates throughout employment.
